Who We Are

Louis David is the Founder and Principal of Blue Marsh Consulting, a Louisiana-based firm specializing in economic development, government affairs, and public-private partnerships. He brings more than 15 years of experience leading transformative projects across the Gulf South, with a proven track record of aligning public resources with private investment to drive growth, jobs, and community impact.

Before launching Blue Marsh, Louis served as President & CEO of the New Orleans Business Alliance, where he secured over $1.5 million in new funding, rebuilt key public and private partnerships, and advanced initiatives that strengthened the city’s investment pipeline. Earlier in his tenure, he led industry attraction and retention efforts that brought thousands of new jobs to New Orleans. His career also spans roles in communications and technology - working in television news and the travel software industries.  These experiences sharpened his skills in storytelling, business development and stakeholder engagement at every level.

Recognized as one of North America’s Top 50 Economic Developers by Consultant Connect in 2024 and part of the Biz New Orleans 500 in 2023 and 2024, Louis is known for his ability to bring clarity to complex projects and momentum to ambitious initiatives. A graduate of Tulane University’s Freeman School of Business, he serves on multiple nonprofit and civic boards across Louisiana and is deeply committed to advancing inclusive economic growth in the region he calls home.
